Just curious, but is it something to do with the poof skirt covering it? Is it always people with closer-fitting bottoms where the visuals show?

Nope, I've seen other people with the same wedding bottoms who have the effect active. It doesn't show on my courtesans or peasants bottoms either. I wish I had gotten a picture of one of them.
