Grandmaster Crafting marks bugged?

I have not gotten a bonus GMC mark since the last patch. I was getting a bonus mark per the guild cache perk from the weekly quest or from the Crafting Specialty vendor bought marks. Now even with the patron bonus vial I have not gotten a bonus mark since sometime b4 the last "fix". Is this borked, bugged or working as intended? just like the greater essence drop.

I've noticed this, too. When the Patron token vial is active, if I use 35 Master marks to buy 1 Grandmaster mark, I only receive 1 GM mark. A couple of patches ago, I used to get 2 GM marks with the vials on. Is this new behavior intended or is it a bug.
