    While in Workshop mode, press the LB button (on the Xbox 360/One controller, I don't know about the keyboard) on one of your settlers that is not a named character, and you'll be able to order them to be a courier for you. You'll have to do this for every settlement in order to connect all of them together. Remember to equip your courier well, because I've heard that they may die during their travels. Yes, they actually physically travel between settlements.

    Once you've assigned a courier, you'll have access to whatever material you have in the other settlement's workshop. You're not going to see it in the workshop you're in, unfortunately, but while you're building stuff you'll notice that you have more materials to use.

    Have to have LV 6 charisma and I cant remember the traveling perk but you need it to. It may be called the travler, Im not sure. Then you will be able to send settlers.
