    If you're just speaking based on what you saw on the Pip-boy map, it's an oft-occurring bug. Just visit the settlement and you'll find that the original number of settlers there. The vanilla game only allows for your CHR stat + 10= max number of settlers for each settlement.

    Wow, that's like a small town or something. I still have yet to get into making a settlement, but I'll probably do it when I finished traveling the entire game map and finding all of the locations for my pip-boy. Then again, I'll more than likely stay as a lone traveler and just build a house for myself.
