As I understand it if I buy the starter edition I can play as long as I want up to level 20. There is no monthly charge for this is there? If I go past that do I have to sign up for a monthly account or is there something else I can do?

You can upgrade to a full subscription after you reach the limit of your starter edition. There's an additional 30 days free trial, but that's it. If you want to play for free indefinitely, your only option is a private server.

WoW still comes with a free month so the startup fee can really be as low as $20 if that's what you want

Once you go past this you have to start paying a subscription fee, this is what happened to my friend. Lie Hawky said, there's another free trial and correct me if I'm wrong; but don't you have to make another character for that?
