I'm making this post as a means to help others who seem to have this problem as well. It seems that this issue is mainly found in Intel HD 3000 computers, so I thought I'd post a solution to this issue that I can confirm works for me. All you have to do is change the ’r_api #’ value that is located in the %APPDATA%\Local\4A Games\Metro LL\(numbers)\user.cfg file. In order to run the game under DX9, PC gamers will have to change it to a 0 value. Hope this helps others who have this issue!

P.S: I found this solution online, I don't take credit for it.
