With the news about a subscription fee every month, it seems as if the chance to mod the game in any way will not be allowed. Playing in a private lobby I'm sure, but I imagine they'll be patching ESO as much as possible. Will there be mods like there was with Skrim? Or will it be watched over like a hawk?

I highly doubt it. They'll be looking at this game a lot more now that the $15 price per month gives them that urge to stop hacking, modding etc. I hope they allow some mods, like texture mods, clothing mods, etc. That would be nice. But I doubt it. :(

I doubt there will be any modding at all. Even though modding was a great asset for the Elder Scrolls games all these years, modding in an online game is a bit difficult... I think that they will develop the crafting system very much in order to replace the creation of items through modding as it was happening all these years. Definitelly, there can't be any mods about housing or dungeons and quests because if this could happen the game would be different for every user and this can't happen in an online game.

You either allow modding or not, they can't very well allow some people to modify clothing, texture and then ban others. My personal pref woukle be to ban it and then refuse to refund any subscriptions if caught. My hard head tells me that it'll continue anyway with little done in the way of prevention..

I am almost certain any kind of mod will lead to ban you have to remember this is an MMO and you don’t have a choice to do single player.

They won't allow modding, especially not in public servers. I'd imagine they'll inflict strong punishment on offenders who mod the game, and will most likely permanently ban them. You do get hackers in WOW private servers, but modding MMORPG's is getting harder with all the security updates now a days.

I don't see it being allowed at all seeing as it's a online game only and I bet most people wont want mods. Private servers may allow it, but you could still get in trouble for it right?

I will be considering playing it if they allow modding it. It will be a win win situation since they will get the money every month and we will spend some more time ioth the game for some awesome custom fan made content.

I would love for it to have mods but I doubt it will since they will have the best way of stopping mods the best they can since they have already made a great game :p

Unless they go out of their way to encrypt the games models and textures, you should still be able to replace them with your own. This being Bethesda, a company that actively encourages modding their games, I think we'll be okay.
