No bottle caps in containers :(

    I decided to start a new game so I could start fresh and have a better play through but now I can't seem to find bottlecaps in any containers including trash stands, news stands, any cabinets, coolers or anything that you will normally get caps from. At first I thought it was glitching so I started 3 more new games and all with the same result has anyone else had this problem? I feels like I am dying on the inside now
