I was really disappointed to see that Last Light made the same mistake of locking the vast majority of graphics options into a single "quality" option again. For a game that's so graphically intense it's really important to have as much control over the options so that users can find the right balance of quality and performance. It's incredibly frustrating to not be able to lower things like motion blur and depth of field that I don't even really like without being forced to lower a bunch of other settings that I want to have. This is an extremely demanding game, and I could potentially be losing a ton of frames per second on effects that I wouldn't mind turning off, or worse, ones that actually make the game look worse in my opinion. Even being able to edit them in the .ini files would be fine, but right now I can't figure out how to do that. I'd really appreciate it if someone like one of the community managers could pass the idea on to the developers and see if there's something that could be done, because this is a huge issue and I see no reason why it needs to be this way.

This is absolutely true I haven't thought about that before, but it will be a big problem for me as well. Unfortunately, I don't think there's much 4A Games can do about graphics settings since the game is already out, except to guide us to a way to edit the files. You should ask this question in one of the top sticky threads, the one called "Questions Thread" :)
