Quest Special Forces in Tower of Dawn Broken

    My L59 Warrior is in the Tower of Dawn doing the Special Forces quest which when done gives the link to Ashora. He has made it all the way to the top of the tower with the two NPCs. His next direction is to speak to Prince Casimar but the NPC is not where the check mark says he should be. It says he is above. There is no way to go further up. I last did this quest with my Rogue a month or so ago and had no problem with it.

    Anyone know if the quest is broken? Is there a work around? I have filed a ticket but we know how long that takes and asking in the L50-59 chat has gotten me nowhere
