This is about end game content. When an expansion is released, should the developers rethink the old end game material?

Many of us have seen this before. A region in the game that consists of entirely end-game material which we spend a lot of time in. A new expansion is released and we move on. As it is rare that old end-game content would be required for progression, we rarely look back. At some point in the future you try out a new character and come to the endgame cul-de-sac. You can already move to the new area and will get better stuff for doing so. The old endgame material has become vestigial.

Left alone, these places become empty and drab. Would it make sense to alter the game play in these areas after they are no longer endgame to give them a function and some new life?

They should rebalance it a bit I think. I like that FFXI has done that in some ways. It keeps things fresh and interesting.

Rebalancing is always necessary when new content is released. However a lot of time it's being overlooked since it would take time and money and 95% of the players are concentrated in the new material anyway.

This is what I like about Rising Force Online. Even when you are already at mid to high level, there are quests and pit bosses on "low-level" areas which will force players to return to these areas, so there is no such thing as ghost towns. But take note that this is an open world game, so I'm not sure if this will work for instance or dungeon based games.

They abandon issues with older content as newer content is released. A lot of expansions make the base game unbalanced. We can see this in single player games too.

They should leave it alone and let people who enjoyed that old content be able to experience it again. They made this mistake with World of Warcraft in my opinion.

Logically speaking old content is useless. Why? Well as we all know when a new expansion comes out you can barely keep up with doing everything you need to do daily, so there is no time for old content. Can you imagine a game where you would have to on top of farming all new dungeons, reputations etc... that forces you to go to old content as well? Seems redundant to me.
Still Blizzard has already taken measures to address this and they have announced that you will be able to lower your level to make it equal to the dungeon/raid you are entering. So for example if you want to go kill The Lich King, you will be able to "lower" your level to level 80 to make it interesting, though I don't see any point in that, but I guess there are people who find it interesting.

Well, think about how MoP is now. Having the ability to actually be challenged by older raids would add a lot to the game. Personally, I never really got the opportunity to do a lot of older content. I'd love a chance to try and do Heroic ICC for real. Or ZG.

I wish the developers for WoW go back and give players an incentive to level and dungeon in old areas up to their designated levels. As of now, it's pointless to quest in Shadowmoon Valley and a myriad of other places. They should have made it so there is a strong purpose to run dungeons in the end-game brackets for each expansion, including vanilla such as that you can get a particular heirloom at the end bosses for level 60, 70 and 80 or something else.

Achievements are fine, but there should be a functional purpose, rather than a nostalgic one.

I don't think it's necessary to alter the old areas to make it worthwhile again. This is what the expansion is for, to offer new areas and new gameplay. Most expansions are designed for high leveled players that has completed the main game so most usually will not bother to revisit the old area because players are occupied with the expansion.
